UNDATED- Forecasters are predicting heat indices reaching near 100 degrees on Thursday. The Maryland State Highway Administration is alerting motorists to take precautions and perform routine checks on their vehicles to ensure vital systems have no visible damage and all fluids are at appropriate levels.

The SHA said that in excessive heat, a small problem with a hose or belt can become a major issue- particularly if there is congestion on the roadway. During excessive heat days, the SHA said its crews on the road are extra vigilant to spot stranded motorists and assist in any way possible.

Valuable fluids

• Motor Oil - Follow manufacturers' recommendations on the weight of the oil, as well as that the existing oil is filled to the appropriate level and is clean.
• Antifreeze – Ensure that the cooling reservoirs in all vehicles are at appropriate levels.
• Windshield Wiper Fluid – Keep the windshield wiper fluid levels topped to help with visibility on the roads.

SHA recommends that motorists park in shady areas if possible or use windshield sun blockers to keep temperatures low inside vehicles. Do not ever leave children or pets alone in a vehicle. Upon entering a vehicle, open the door and windows to allow trapped heat to escape. Once in the vehicle it is important to keep in mind that vehicle air conditioning systems take time to begin cooling. It is equally important for motorists and their passengers to drink plenty of water during moderate to long trips to avoid becoming dehydrated.

Ridesharing or Mass Transit Use

When the National Weather Service issues excessive heat warnings, drivers should consider ridesharing to reduce the amount of vehicle emissions which lead to bad air quality. Ridesharing also helps reduce fuel consumption and congestion. Motorists are also urged to fuel vehicles after the hottest part of the day, preferably in the evening hours.

Using public transportation is also an important tool to reduce vehicle emissions and stay cool. Citizens interested in mass transportation are urged to log onto www.mta.maryland.gov or the Washington Metropolitan Area Transit Authority at www.wmata.com.

SHA is keeping a watchful eye on its crews and suggests that pedestrians and cyclists keep some of these tips in mind:

Safety Tips for Workers

• Stay hydrated – drink plenty of water, approximately one cup every 15-20 minutes.
• Eat regular light meals and avoid heavy large meals during hot weather.
• Wear tinted safety glasses to reduce eye strain and headaches.
• Use sun protection (30 SPF or greater) and apply it once every two hours.
• Learn to recognize the signs and symptoms of heat-induced illnesses.
• Train staff about heat-related illnesses.
• Perform heaviest work during the coolest part of the day.
• Use the buddy system by working in pairs.
• Wear light, loose-fitting clothing.
• Take frequent breaks in cool, shaded areas to allow body temperature to cool down.
• Avoid beverages that contain caffeine. These beverages often contain high amounts of sugar that may lead to dehydration.
• Replace lost potassium by consuming potassium-rich foods such as orange or grapefruit juice, bananas, apricots, cantaloupe, honeydew melons and raisins.

Congregation Sha'are Shalom (“Gates of Peace”) is celebrating a special bat mitzvah for four adult women and one young women on Saturday, Aug. 13. Women in Reform Judaism can celebrate a bat mitzvah (“daughter of the commandments”) at age 13 when they accept responsibility for the adherence to Jewish law and tradition, and can participate in all areas of Jewish community life. While 13 is the typical age for a bat mitzvah, only one of these celebrants is turning 13. And although three of the five women represent three generations of one local family, this event didn’t start with them.

Suzanne Darby of Waldorf, a long time congregation member, had been thinking of becoming a bat mitzvah for months. Sha'are Shalom opened the doors of its own building just two years ago and she felt closer to her faith after seeing the congregation develop this far. She committed to it as her 60th birthday approached. “I have thought about having an adult Bat Mitzvah for years” she said. “Although I had spent years studying Torah, I had never mastered reading Hebrew or chanting the prayers. This was a huge challenge to myself. If I had a goal of a bat mitzvah, it would help me discipline myself to study.” Once she committed to her studies, others saw that it wouldn’t be that hard, and would be meaningful for all involved.

Jackie Schoch of Oxon Hill said “I had been thinking about doing this for some time, but it wasn’t until Suzanne asked me to join with her that I decided, OK.” For Jackie, her upcoming birthday also played a role. “I am turning 65 and this would be a great way to celebrate both our special birthdays.” Once Jackie got on board, another synagogue member, Joan Troncoso of La Plata also agreed, and had a family motivation as well. “Not having the opportunity to be bat mitzvah when I was younger, it is the perfect time to share this experience with my granddaughter and daughter in law.”

Joan’s daughter in law, Glauce daSilva of La Plata converted to Judaism recently before wedding Joan’s son Josh. “This is an opportunity to take on the responsibility of a Jewish woman” she said. Not only did Glauce agree to undertake this journey, but Joan’s granddaughter Arielle D’Amore of La Plata did as she approached her 13th birthday. “I feel this is my “coming of age” in the Jewish community.” Three generations of women in one family becoming bat mitzvah together is an unusual event in any congregation.

Despite Joan being a grandmother, she says “It’s the beginning of a journey to connect with my Jewish heritage.” Glauce also feels a generational responsibility. “It means that I will be prepared to teach my children about their religion and encourage them to live a Jewish life.”

Because Jackie Schoch was also not born a Jew “It was hard for me to learn the prayers that some Jewish people take for granted. I converted to Judaism and now having a bat mitzvah makes it complete. I am Native American of the Patawomeck (Potomac) tribe and my Indian name is “One With Crow.” Now I also have a Jewish name, “Ruth, Daughter of Abraham and Sarah.”

Suzanne Darby summed it up by saying “This event gives us further opportunity to commit to our Jewish heritage, increase our Jewish knowledge, and share our love of God and Torah with our friends and family.” It will be a day to remember for all involved.

At the same time, the trigger point for open offer will now stand higher at 25 per cent from earlier 15 per cent, according to SEBI. Briefing newspersons, the SEBI Chairman U K Sinha said the (SEBI) Board has by and large accepted the recommendations of the Takeover Regulations Advisory Committee (TRAC) for implementation. SEBI has also abolished the non-compete fees that acquirers generally pay to the sellers in M&A deals. While the recommendation of the TARC on trigger has been accepted, the same for offer size has been kept lower due to intense opposition from industry and other market participants. The TARC it its recommendation had said that all the public shareholders were required to be given an exit opportunity in case of promoters of target company selling out their stake to acquirers. Apart from the Takeover Code, SEBI has asked merchant banks or lead managers to disclose their track record to IPO investors. The market regulator has also announced slew of initiatives for retail investors to take an informed view on IPOs as well as Mutual funds. Simply put, SEBI initiated a process to make IPO forms shorter and simpler. "The IPO form will now carry track record of the merchant banker and pricing information. Besides the new format will reduce size of the application to one fourth of the existing ones," Sinha said. He also said that it (SEBI) will regulate distributions of mutual fund products. To help Mutual Funds penetrate into retail segment in smaller towns, the distributors would be allowed to charge Rs 100 as transaction charge per subscription. However, no charge can be made for investments below Rs 10,000. An additional amount of Rs 50 can be charged to first time Mutual Fund investor. However, there would be no transaction charge on transactions other than purchases/ subscriptions relating to new inflows and direct transactions with the Mutual Fund. Sinha clarified that for SIPs, the transaction charges can be recovered in 3 or 4 instalments, which are in addition to the existing commissions permissible to the distributors. Sinha also said there will be amendment on advertising code for MFs to disclose financial information in absolute terms, not CAGR wise. Even as Sinha maintained that the new Takeover Code is pragmatic, the industry believes that it may not be sustainable in the long run. They view that SEBI should have come up with a road map for open offer size to 100 per cent with conditions. Second Quarter Results

For the second quarter of 2011, POZEN reported revenue of $4.6 million, comprised of royalty on sales of Treximet and VIMOVO, of $4.0 million and $0.6 million, respectively. For the second quarter of 2010, the Company reported total revenue of $28.2 million, resulting from the amortization of upfront payments received pursuant to the collaboration agreement with AstraZeneca of $4.1 million, and royalty of $4.1 million on sales of Treximet, and the $20.0 million milestone payment from AstraZeneca resulting from the U.S. Food and Drug Administration (FDA) approval of VIMOVO.

Operating expenses for the second quarter of 2011 totaled $11.0 million, as compared to $12.1 million for the comparable period in 2010. The decreased operating expenses in the second quarter of 2011 were primarily due to $2.4 million less in patent litigation expenses, partially offset by higher PA32540 development and pre-commercialization expenses.

The Company reported a net loss of ($6.4) million, or ($0.21) per share on a diluted basis, for the second quarter of 2011, compared to net income of $16.2 million, or $0.53 per share on a diluted basis, for the second quarter of 2010.

Six Month Results

For the six months ended June 30, 2011, POZEN reported revenue of $9.0 million compared to $35.2 million for the same period in 2010. The decrease in revenue is due to prior year receipt of a $20.0 million milestone payment from AstraZeneca and the prior year amortization of upfront payments received pursuant to the collaboration agreement with AstraZeneca.

Operating expenses for the six months ended June 30, 2011 were $21.3 million compared to $22.0 million in the same period in 2010. The decrease in operating expenses is due to $4.5 million less in patent litigation costs, partially offset by higher PA32540 development and pre-commercialization costs.

The Company reported net loss of ($12.1) million, or ($0.40) per share on a diluted basis for the six month period ended June 30, 2011, compared to a net income of $13.2 million, or $0.44 per share on a diluted basis, for the same period in 2010.

Balance Sheet

At June 30, 2011, cash, cash equivalents and short-term investments totaled $52.6 million compared to $64.1 million at December 31, 2010. The Company had an accounts receivable balance of $4.6 million from GlaxoSmithKline and AstraZeneca at June 30, 2011.

Outlook

During 2011, POZEN plans to continue the late-stage clinical development of PA32540, along with its pre-commercialization activities. Additionally, we expect that patent litigation costs will be substantially less than the $9.4 million spent in 2010. Given that the final verdict on the Treximet patent litigation has not been issued, and the VIMOVO launch is still in its early stages, the Company will not provide annual financial guidance at this time.

Treximet(R) (sumatriptan / naproxen sodium) was approved by the U.S. Food and Drug Administration (FDA) in April 2008 for the acute treatment of migraine attacks, with or without aura, in adults. Net income from continuing operations attributable to Ameriprise Financial was $313 million, or $1.25 per diluted share, compared to $257 million, or $0.97 per diluted share, a year ago.

Operating net revenues were $2.6 billion, up 14 percent from $2.3 billion a year ago driven by growth in asset-based fees from retail client net inflows, market appreciation and the Columbia Management acquisition.

Operating earnings growth reflected higher revenues from business growth, partially offset by a higher tax rate.

Operating return on shareholders' equity excluding accumulated other comprehensive income (AOCI) increased to 14.5 percent for the 12 months ended June 30, 2011, compared to 11.5 percent for the 12 months ended June 30, 2010.

The company's excess capital position remains strong. During the quarter, the company deployed $366 million to repurchase 6.1 million shares of its common stock and announced a new $2.0 billion share repurchase authorization due to the accelerated pace of repurchases under the program announced in May 2010.

"Ameriprise Financial continued to generate strong revenue growth as well as higher earnings and returns in the second quarter," said Jim Cracchiolo, chairman and chief executive officer. "In fact, our operating return on equity reached an all-time high of 14.5 percent."

"Our advisory and asset management businesses are generating strong results. Advisor productivity reached another record high, and we're driving good asset flows and client activity. Our asset management results in the quarter demonstrate the benefits of our increased scale and geographic reach, with strong earnings growth and improved retail and institutional flows."

The University

Avadh university which was rechristened as Dr. Ram Manohar Lohia Avadh University in memoriam of late Dr. Ram Manohar Lohia an epic socio-economic ideologue and freedom fighter par excellence. The government of Uttar Pradesh exercising the powers enshrined in the U.P. University Act, 1973 section 4 (1-A) (b), by it's notification No. 4546/ 15-10-75 dated 25 July, 1975 established University as sheer an affiliating university. The university assumed the shape of residential University in the year 1984. In the ab initio the residential segment became functional with the opening of the four departments in the campus viz. history, Culture and Archaeology, Rural Economics, Mathematics and Statistics and Solid State Physics.

Being adhered to the dictum 'slow and steady wins the race', this university had been incessantly growing. Under the prolific and peerless leadership of our present Vice-Chancellor the work-culture of the university has witnessed a phenomenal and revolutionary change. It is under his leadership that the old dictum about the work-culture has been altogether replaced by the dictum, 'Fast and forthwith progress of the university' in its every walk of life. Dr. Ram Manohar Lohia Avadh University, Faizabad earlier has been declared eligible to receive the financial assistance of U.G.C. under section 12-B of the U.G.C. Act, 1956. It has also established contact with the research institute abroad specifically with the Abudus Salam International Center for the theoretical Physics, Trieste (Italy) and several faculty members of the university paid a visit to this center in the connection with their researches. Affiliated college's spread over in the 9 districts of Faizabad, Sultanpur, Pratapgarh, Ambedkarnagar, Barabanki, Balrampur, Baharaich, Shravasti and Gonda also add to the magnitude and strength of the University. History

The University of Ajmer was established on 1 August 1987. It's name was changed from University of Ajmer to Maharshi Dayanand Saraswati University, Ajmer vide Rajasthan State Gazette dated 5 May, 1992. The University was registered in the year 1993 under section 12(B) of U.G.C.Act,1956.

Since the day of its inception the University was entrusted with a major responsibility of conducting the examination of nearly 1.5 lakh students of colleges spread over the six divisions of the state. In 1990 teaching began in History, Political science , zoology, botany and mathematics departments. In 1991, M. Phil, teaching programmes were initiated by History, Political Science, Botany departments and later promising job oriented courses such as PG diplomas in Environmental Technology, Microbiology and lab. technology and instrumentation were started. In 1993, after shifting to new campus, departments of microbiology, foods and nutrition, applied chemistry, management studies and computer applications were created offering M. Sc., MBA, PG Diploma and Ph. D. programmes.

In a short span of seven years academic wing of University came out with enormous research work in the form of publications, Ph. D. thesis and research projects. In 1998 university started PG programme in Environmental Science, and in 2000 PG programmes in Botany Zoology, Business Economics , Commerce, Population Studies, History, Political Science and Computer Science with specialisations that did not exist other colleges in Ajmer.

At present there are 24 teaching departments viz. History, Political Science and Public Administration, Economics, Botany, Zoology, Pure and Applied Chemistry, Environmental studies, Remote Sensing and GeoInformatics, Foods and Nutrition, Microbiology, Computer Applications, Population Studies, Commerce and Management Studies, Law, Education, Physical Education, Dept. of Yogic Sciences and Human Consciousness, Enterpreneurship & Small Business Management, Centre for Defence and Strategic Studies, Dept. of Library & Information Sciences and Bharat Vidhya Adhyan Sankul. There are 214 Government and Private colleges affiliated to this University. These affiliated colleges are spread over 9 districts of the state of Rajasthan. The University conducted examination of 1,35,000 students for various courses during the 2007-08 session.

The University has its own beautiful campus. It is situated near the Ghooghra village on the Pushkar bye pass, Jaipur Road (NH-8). It is seven kilometers from the city of Ajmer.

Introduction

Enlightened India and Holistic Education

Knowledge is one and inseparable. But oneness does not mean uniformity. The key, for the development is dynamism, novelty and elasticity of courses and diversity of information channels. Indian system of education was organic, open and integral and the name Veda was assigned to all kinds of knowledge. Its use was not restricted to the four samhitas of the Vedas. We would like to reassert and revive this spirit, while we frame our curricula.

In the present university teaching system, different departments virtually serve as separate compartments, without any cross flow of information. There is lack of mobility and transfer of information between the faculties. We wish our science students to know basic postulates of Social sciences as well our Social science students to be aware of the fast changes which are taking place in the field of sciences.

We understand that this can only be done when a composite curriculum is evolved. We propose to progress gradually towards this end. We aim to compose the diversity of knowledge and novelty of information. It’s a challenge. We may face difficulties, but the challenge has to be met and we will be able to do it. It is a vital necessity for a resurgent India.

We wish to design curricula of new courses in a holistic way, so that a student is free to opt for subjects of his/her choice. For the academic interaction of the subjects and to make them free of repetitions in courses and facilities, we would look for the possibilities to form Centers of related subjects.

Society - Education Symbiosis

Main function of the university is to find alternatives to fulfill the needs of the society. Today’s education system however stands aloof of our populations and their needs. On the basis of resources, we have three economic populations, tribal, rural and urban. We have a network of institutions devoted to agriculture and industry but, despite having a large section of populations of tribes living in forests and hills, none of our universities addresses to their economics and sociology. We dream of a university which is based on an organic relationship between society and education.

Diversity, Specialty and Specialization

We wish there is no repetition of courses being taught at the university campus and the colleges. Higher education aims at generating specialized employment based on advanced technology. Universities generate such specialists. Number of such employment opportunities can not be very high for ever. This requires a dynamic research structure. We wish that departments of old basic subjects would change themselves according to the time and need of the society. The diversity, specialty and specialization of subjects shall impart distinct identity to the teaching departments of the university and colleges.

India and Indian Diaspora

Populations of many countries of the world have people of Indian origin as principal components. Such people are connected with India in terms of their religious beliefs, rituals, culture and language. An education system encompassing their cultural and religious needs will bring them emotionally closer to us. But current education system lacks it. To create an intense cultural relationship with the people of Indian origin we will strive to impart a standard cultural, moral and religious education. This will help in creating a standard education system for the youth of Indian origin. On the other hand education on the religious beliefs, rituals, culture and language of these countries will create new opportunities of employment for the youth of the country.

Leadership in Education

Universities in India do not connect us to the people who were naturally connected to us due to geography, history and cultural environment. For example, India shared geography and a long history with South East Asia and Middle East. As inheritors of Indic civilization we had contacts of commerce, trade and culture with all ancient civilizations of the world. But, incidentally we have lost every living connection with their inheritors and in the process have lost most of the goodwill. After Independence they did see with natural expectation towards us, but we missed the opportunity for which destiny had prepared us. We have education that is of international standards and yet is sufficiently cheaper than other countries. If we try, then we can attract ample of students from African, Middle Eastern and South Eastern countries. This is essential to improve the financial status of our universities and also to impart them proper autonomy. We will have to show signs of leadership and promise to the neighboring countries in the Indian education machine.

Teaching Languages

Languages play the role of channels of communication amongst cultures. There is already a global concern over extinction of languages. It is the linguistic diversity of the earth that holds the treasure of knowledge and culture based on the ethnic wisdom and experiences of people. Degree of danger of extinction is higher for local languages. Languages are dieing, they are losing their nature and identity and are getting polluted. On the other hand there is deplorable neglect of teaching of languages, both Indian and foreign, leaving all space to only one language that is English. This neglect however is illogical when we wish to progress towards one world in socio-economic terms. As the boundaries of the countries are getting diluted, it will be the golden opportunity for the Indian youth to establish themselves as entrepreneurs, teachers and scientists through out the world if we impart them linguistic skills and knowledge of cultures in the numerous countries on the earth. In the process, they will also become cultural ambassadors of India. We wish that globalization must benefit Indian youth in establishing any where in the world and not just in English speaking countries.

Technological Edge

Civilizations move on the wheels of technology. The need of resurgent India is to catch the spirit of time and blend it with the self ethos, so that in a civilizational dialogue it is able to define its word. We will have to keep pace in the field of science and technology, but simultaneously will have to prepare the students to dig deeper in the mental realms of existence and earn for them a more or less stress free term of life on this planet.

Synergy and Social participation

A society, how so ever strong and prosperous will always remain insecure amongst neighbors who are exploited and marginalized. In an ocean of have nots, islands of haves can not be sustained for long. For a durable and secure future for mankind we wish to target education on social symbiosis and not competition for selfish ends. Social marginalization can be reduced only by generating self esteem and sense of participation amongst the downtrodden. Role of educational institutions towards social outcasts and poor has been underlined in the education policy passed by the parliament. Maharshi Dayanand Saraswati University will make intensive and visible efforts towards its social commitment.

Resolution

We commit ourselves to make India a nation which can think ahead of time and march with the kind of dignity a glorious civilization moves. We would think of opportunities and create opportunities. It is a huge task. But it has got to be done and we will do it. We wish to build a system of knowledge which will produce technology for the people and not one which produces only technocoolies to serve the interests of super powers.

Vikrama Simhapuri University, Nellore, came into being, fulfilling the long-cherished dream of the people of Nellore district, re-christened Potti Sriramulu Nellore district since 2008, by G.O.Ms. No. 89, Higher Education (U.E.II) Department, dated 25.06.2008. This GO makes history in the field of Higher Education in Andhra Pradesh since it paves the way for the establishment six new Universities in six districts in Andhra Pradesh.

Nellore finds mention in Dongalasani epigraph of 1160 AD. The name is said to have been derived from ‘Nelli’ trees (Perma Latifolia) which were abundant in the region. The name Nellore has a Tamil origin as well. ‘Nellu’ in Tamil means paddy, indicating that the place is known for its rich harvest of paddy. Hence Nellore was also known as Dhanyapuri.

The name Vikrama Simhapuri derives itself from literature and inscription of 12th century AD which mentions the place as ‘Vikrama Simhapuri’. This name is linked to an early Pallava ruler, Simha – Vishnu (575 – 600 AD), though the Pallava inscriptions either of Simha – Vishnu or of the latter period did not refer to Simhapuri in spite of the fact that Nellore remained a part of the early Pallava territory of pre- and post- Simha Vishnu period. Nellore was under the reign of the Pallavas, Cholas, Chalukyas, Kaktiyas, and the Vijayanagara empire. The city was known as Vikrama Simhapuri and was the capital of Manumasiddhi of Nellore Cholas in the thirteen century. Tikkana, the poet, it was conjectured, was a Minister in the court of Manumasiddhi and with the help of the Kakatiya Kings with whom he forged enduring relationship through his poetry he was instrumental in getting military support from Warangal for his King unveiling a saga of heroism. Thus the name Vikrama Simhapuri University suggests how time past is present in time present and is carried forward hopefully into time future, by this new University.

Nellore has a rich and varied history of the confluence of cultures. Historical evidence shows through some Jaina vestiges in and around Nellore that in Kanuparthypadu and Krishnapatnam, apart from a number of other places, Jainalayas and pallis (monasteries) were found, as evidenced from a record of Kulottunga III (1178-1226 AD). Nellore is referred to also as Palli Vikrama Simhapuri. It is interesting to note that Vardhamana Jaina’s lanchana(emblem) was Simha, the lion.

Further, that a major part of Nellore district and the river Penna were generally assumed to form the southward extent of Mauryan Empire is well attested to by the discovery of silver punch-marked coins in the villages of Duvvuru and Alluru. This again shows how the history of Nellore reveals a mosaic of absorption.

After the founding of the city of Nellore by the Pallavas in the sixth century AD, it rapidly gained in political and commercial importance. The Telugu Cholas have a crucial importance in the cultural and social history of Andhra in the translation / transcreation of the MahabharataMahabharata a vehicle of a message of amity between the warring creed of Saivism and Vaishnavism. Inaugurating a movement of the introducing the spoken Telugu idiom into poetry, Tikkana revolutionaized the poetic idiom and language. Molla, the author of Telugu Ramayana, Ketana, known as Abhinava Dandin, and Marana who translated Markandeya Purana into Telugu are among the immortal poets of the district.

Archaeological material remains seen at the Telugu Chola temples in Krishnapatnam, the Vijayanagara temple at Mallam, the cave temples at Bhairava Kona are important sources that speak volumes about the cultural and art history of Nellore district and the holistic traditions that Nellore has absorbed, reflected, and transmitted to future generations.

The district is also known for its maritime trade and and Krishnapatnam has come back into the mainstream of maritime trade again as an emerging port city. The valuable contribution the district has made in pre- and post-Independence period through letters, memoirs, autobiographies, diaries, translations, and other writing of a number of celebrities is also remarkable. 2008 marks the centenary year of the stalwart statesman and man of letters Dr. Bezwada Gopala Redddy. Contemporary journals of Nellore have enriched the understanding of the political, social, historical, and cultural aspects of human endeavour.

Vikrama Simhapuri University is thus situated in an ambience of great cultural awakening, fascinating journeys of the mind, and rapid economic development. In the globalized context of development of the district with its beacons of modernity like the SHAR, Krishnapatnam Port, SEZs, etc., the locale demands of the University a vision and a mission that reflect this saga of progress.
